Resolution #_ Increasing Baby Your Baby/Medicaid Eligibility Levels for Pregnant Women - RESOLVED THAT, the Utah Public Health Association supports increasing Medicaid's eligibility level for pregnant women in Utah. The Utah Public Health Association encourages its members to support efforts to increase the Medicaid/Baby Your Baby eligibility levels for pregnant women. (full text)

Resolution #1 Health Benefits for Small Business - RESOLVED THAT, The Utah Public Health Association supports the creation of the “Utah Small Business Health Plan” within the Public Employees Health Plan, and that the membership of the Utah Public Health Association is encouraged to donate time and resources to assuring the introduction and passage of legislation creating the Utah Small Business Health Plan. - AMMENDMENTS PROPOSED, AGREED TO AND APPROVED (full text)

Resolution #2 Conduct a Study to Divide Responsibility for Infrastructure Between Association Officer and the Board of Directors - RESOLVED THAT: During the next several months, the Association's Officers and Board of Directors will commission a study to review current responsibilities of the Association Committees, Officers and Board of Directors; The study will review if a realignment of certain committees to the Board of Directors and others to the President and other Officers will improve the overall business functioning of the Association; The study will suggest other changes in Association infrastructure and reporting lines as determined by the study group; The study will attempt to resolve some of the issues raised in this resolution and any others that may be brought to light during the study; and the results of the study presented to the Board of Directors by March 1, 2007, so that the study and any associated bylaws changes can be presented to the entire membership at the 2007 Association Business meeting. Resolution #1: CONDUCT A STUDY OF THE RESPONSIBILITIES AND TERMS OF OFFICE FOR ASSOCIATION OFFICERS, COMMITTEE CHAIRPERSONS,  THE BOARD OF DIRECTORS AND POTENTIAL PAID STAFF - Resolution that the Past Presidents Committee to conduct a study to review current responsibilities and terms of office for the Association Officers and Board of Directors.  The study will include:  examining the responsibilities of Officers and the Board of Directors in implementing the Associations Strategic Plan; deciding how each committee's annual plans for operating during a Chairpersons tenure integrates with this plan; and examining the potential role of, and funding for paid staff for the Association, possibly patterned after the Association's national counterpart organization, the American Public Health Association. - APPROVED

RESOLUTION NO.   1
RESOLUTION CONCERNING HEALTH CARE REFORM IN UTAH

Submitted by Joseph Q. Jarvis, MD, MSPH

WHEREAS, health care is a cooperative endeavor, necessarily involving
patients, physicians, nurses, therapists, public health agencies, financial

systems, and health care institutions working together in a concerted

fashion; and
WHEREAS, so-called market based competition in the health care sector has
failed to contain costs, increase access, or sustain quality care systems;

and
WHEREAS, Americans pay twice the per capita average for health care than is
paid by the citizens of any other country; and
WHEREAS, the United States alone, among first world countries, has a
substantial portion of its population without financial support for health

care services; and
WHEREAS, for profit health care businesses provide lower quality care at a
higher price; and
WHEREAS, the Institute for Medicine has identified a deficit in the quality
of health care in the United States, which ranks 35th in health care quality

according to the World Health Organization; and
WHEREAS, most uninsured Americans make significant financial contributions to
health care systems in the United States through payment of taxes; and
WHEREAS, double digit increases in health care costs are again expected in
the United States this year; and
WHEREAS, market based health care reform measures have failed in Utah and
throughout the United States; and
WHEREAS, Americans are taxed more heavily for health care than are the
citizens of any other nation;
NOW THEREFORE LET IT BE RESOLVED THAT: the Utah Public Health Association adopt the following principles for health care reform in Utah: 1)  All Utahns should receive financial support for medically necessary
health care services;
2)  Utahns should be free to choose among all physicians licensed to
practice medicine in Utah;
3)  No increase in revenue through either out-of-pocket or tax payments is
required to provide universal health care services to Utahns;
4)  Administrative overhead for financing health care services should be
held below 5%;
5)  Personal medical services should be integrated with public health
services and programs, maximizing the effectiveness of preventive programs

and services; and
6)  All revenues for health services in Utah, whether of federal, state, or
private origin, should be combined together and should be managed in a

manner responsive to the public.
LET IT FURTHER BE RESOLVED THAT: The Utah Public Health Association support, financially and through voluntary actions of the membership, any organized movement within Utah to achieve health care reform according to the aforestated principles.                                                         DATED this 11th day of May, 2001.

Resolution #1 Public Health History - Resolved that the President establish a committee to prepare a public health history of the State of Utah. - APPROVED

Resolution #2 Martha Hughes Cannon Statue - Resolved that UPHA support the building and placement of this statue and match contributions by members with a donation up to $500.00. -MOTION TO AMMEND- Increase donation to $1000 and alleviate the match. - MOTION CARRIED - APPROVED AS AMMENDED

Resolution #2 Protection of Children from Environmental Health Hazards - Resolved that UPHA host a conference and facilitate a dialog with interested organizations... with intent to establish a coalition to protect Children from the environmental hazards... - APPROVED

Resolution #3 Involvement of P.H. Workers in Political Campaign Resolutions - Resolved that UPHA encourage its members to become active in campaigning... to get candidates elected who are supportive of positions which will enhance health programs. - APPROVED

Resolution #8 Support enforcement of HB. 197 "Clean Air in Government Buildings" - Resolved that UPHA go on record as supporting the Bill and the President of UPHA correspond with the Governor of the State of Utah and the Legislature applauding them on efforts to follow the Surgeon General's recommendations on tobacco policy; further that UPHA encourage the Governor to continue to deny requests for exemptions to the law and challenge local governments to enact similar policy. - APPROVED

Resolution #1 Adequate School Nurse to Student Ratio - Resolved that UPHA continue to actively support legislation presented in the 1992 legislative session that will provide for adequate school health nursing services. - APPROVED

Resolution #2 Participation on the PTA Child Care Task Force - Resolved that the UPHA President contact the PTA to seek a position on the task force and appoint a member of the Association to fill this position by participating and sharing public health concerns with the task force members. - APPROVED

Resolution #3 Increase Recycling Efforts in Utah - Resolved that UPHA follow the (Legislative Recycling) Task Force proceedings, actively assist the Task Force in its legislative efforts to promote recycling. - APPROVED

Resolution #4 Healthy People 2000 - Resolved that UPHA define its role in the achievement of Healthy People 2000 objectives and modify the strategic plan UPHA 2000 Project to reflect this commitment and document specific relevant long term and short range goals. - APPROVED
